As I heard it, 14 is not exactly right. I would say it alternates between 14 and 15. The first polyrhythm of 3's (four threes in a row plus two 2's) make up two bars of 4's (4/8's as you counted it), like the familiar Dadada Dadada Dadada Dadada Dada Dada rhythm in four.
This is followed by alternately 3/16 + 3/16 + 3/8, and 3/16 + 3/16 + 4/8 - that one extra 8 is a bit of a surprise.
Collapsing the 3/16's to one 3/8, and the inital polyrhythm pattern to 2 * 4/8 gives the whole rhythm as
4 + 4 + 3 + 3 +
4 + 4 + 3 + 4,
or equivalently, 8 + 6 + 8 + 7, or even 14 + 15.
